Revised the user permissions system. User permissions (user/manager/admin) are now controlled by SQL database roles. Permissions can also be overridden at install-time for users who do not wish to use database roles.

Moved from a per-seat registration model to a per-database registration model. Users are now entitled to use the Toolbox software on as many PCs as they want. Please ensure you have a valid database product key before upgrading to this version.
Overhauled the import system - making imports faster, more flexible, and more robust.

Added support for automated imports via a new Windows Service.
Added support for scripted or automated imports via the CLI tool.

Note: Read-only databases are now set by the 'OCRIS.ReadOnly' flag in tbxSysDbProperty. To mark a database as read-only, please execute the following SQL: insert into [dbo].[tbxSysDbProperty]([Key], [Value]) values ('OCRIS.ReadOnly', 'true');
Note: The tbxSysDbProperty table should not be tracked/audited for the purposes of data distribution.

Improved buffer import ordering. Buffer should now require fewer retries to successfully import, and should see fewer validation errors.
Improved buffer import table creation. All tables necessary for an import will be created, even those that have no data. Empty tables will be highlighted in the user interface so that users know that they are empty and can be safely ignored.
Improved the user interface for automatically detecting and fixing broken/invalid configuration entries.

Completely overhauled the import system. Importing is now significantly faster and more robust.

Data Browser: Adedd a button that will remove all layout configuration. This will allow corrupt layouts to be removed without impacting on the actual configuration of the data browser.
